Emily Appel

Savings Program Director

Emily Appel is the Savings Program Director at CAAB. She manages day-to-day operations of CAAB's Individual Development Account (IDA) savings programs and multiple partnerships to ensure compliance with grant requirements and the delivery of high-quality financial programs. Prior to joining CAAB, Emily worked to promote asset building and entrepreneurship at CFED, and has interned at the National Campaign to Prevent Teen Pregnancy, where she assisted efforts by grassroots political, faith, and community organizations to prevent teen pregnancy.

Colleen Dailey

Executive Director

Colleen Dailey joined Capital Area Asset Builders as Executive Director in April of 2005. Prior to joining the staff of CAAB, she was an independent consultant to the Annie E. Casey Foundation, Fannie Mae Foundation, and other local foundations on projects designed to help low-income District residents increase their income, savings and assets. Colleen also served on CAAB’s Board of Directors from January 2004 to April 2005, and was a Program Manager with the Corporation for Enterprise Development (CFED) from 1999 to 2001.

Megan Newman

DC EITC Campaign Coordinator

Meg Newman is the coordinator of the DC Earned Income Tax Credit (DC EITC) Campaign. She is responsible for overseeing and managing all aspects of this citywide effort. Meg came to CAAB from National Student Partnerships (NSP) where she served as the site coordinator of the Cambridge, MA office before moving to NSP’s national headquarters in DC to oversee five local offices, develop national volunteer training curriculum, and organize NSP's national tax assistance work. Meg is also a founding member and coordinator of the Homeless Children’s Playtime Project (HCPP), a nonprofit that provides educational play activities to homeless children in DC.

Donna V.S. Ortega

Associate Director

Donna V.S. Ortega is CAAB’s associate director. She creates and oversees the implementation of CAAB’s development and communications plans, and helps develop new programs, policies and partnerships to fulfill the organization’s mission. Prior to joining CAAB, she worked for the Eugene and Agnes E. Meyer Foundation and the Council on Foundations. Donna has been selected as a member of the first class of the Nonprofit Roundtable’s Future Executive Directors Fellowship and she serves on the Open Door Capacity Fund Review Committee of the Washington Area Women’s Foundation. Donna is a current Steering Committee member and former co-chair of the Metro DC/Baltimore Chapter of Asian Americans/ Pacific Islanders in Philanthropy (AAPIP) and volunteers as a tax preparer during tax season.

Matthew Peterson

Program Associate

Matthew Peterson is a Program Associate at CAAB. He is responsible for managing critical day-to-day operations for CAAB's financial education and savings programs, as well as compiling research and drafting policy briefs to help make the case for more inclusive asset building policy. Matthew comes to CAAB from Management Sciences for Health, an international non-profit located in Arlington. Before moving to DC, Matthew served two years in the Peace Corps as an education volunteer in Benin, West Africa.

Linda Stroman

Financial Education Coordinator

Linda Stroman is the Financial Education Coordinator at CAAB. She provides instruction and one-on-one counseling to groups and individuals on money management and credit education. In addition, she coordinates program seminars and other events regarding CAAB's financial programs. Before joining CAAB, Linda worked for The Training Source, Inc. She provided life, professional, financial, and technical training to Maryland and DC residents and organizations.

Roslyn Williams

Office Manager

Roslyn Williams is the Office Manager for CAAB. She is responsible for the day-to-day operations of the organization including maintaining client information systems and all office equipment. She is responsible for the physical space in the reception area and works to ensure employees have all the necessary resources for their productivity. She comes from the Smithsonian National Museum of American History where she worked in the Project Management office for five years.
